Two big stories are roiling Washington: the government shutdown and National Guard deployments.

The Senate will vote later today on funding bills that could end the government shutdown.

Lawsuits in Oregon and Illinois have plunged President Trump's efforts to send any National Guard troops to cities into the courts.

A Sunday order from a federal judge halted the Oregon effort — the second in as many days — and pledges from state leaders to fight the mobilization of troops to quell what Trump on Monday likened to "an insurrection."

On Monday, Illinois and Chicago sued the Trump administration over its efforts, calling them "unlawful."

In the government shutdown's sixth day, the Senate is expected to vote after 5:30 p.m. EDT on two funding bills that could reopen operations, though that seems unlikely.

House Speaker Mike Johnson (R-La.) reiterated Monday morning to reporters that the shutdown is in the Senate's hands, saying "This is a Chuck Schumer decision," referring to the Senate Democratic leader from New York.
